In 2007, facing seemingly insurmountable odds, the Surfrider Foundation went up against the Transportation Corridors Agency (TCA) in an attempt to stop a proposed toll road project that threatened San Onofre State Beach Park and the nearby surfing resources. Despite being massively out-spent, out-staffed and out-lobbied by their opponent, Surfrider went on to fight what has been referred to as a “text book grassroots battle” to beat the TCA and save Trestles.
